Is it permissible to marry another woman despite being unable to dispense justice between the two wives in terms of lodging and sustenance due to work and living conditions?

Justice in division among wives is obligatory, and this duty does not cease even if each wife is in a different country. The husband must reside with each wife for the same duration he resides with the others. However, if the first wife agrees to waive her right to division in favor of her co-wife, then there is no blame on the husband for that.
