Does one who repents from major sins not escape worldly punishment, even if he has repented, and is this what is understood from the sayings of scholars?

The one who repents from a sin has the worldly and otherworldly punishment lifted from him. He does not deserve punishment when his repentance is sincere and a truthful repentance, for the Prophet, peace and blessings be upon him, said: "The one who repents from a sin is like one who has no sin."

Shaykh al-Islam said: "And the reality of our statement is that the repentant one is not punished, neither in this world nor in the hereafter, neither by religious law nor by divine decree."

However, if he repented after witnesses testified against him before the ruler to what necessitates a prescribed punishment (hadd), then the prescribed punishment must be carried out on him, and his repentance does not waive the punishment, according to the majority of scholars.
