What is the ruling on one who performs Tawaf Al-Ifadah or Tawaf Al-Qudum without wudu, then commits prohibitions of ihram, and wishes to repeat it? How should he proceed, is a damm (sacrifice) required of him, and is it permissible to delay it?

Scholars have differed regarding the condition of ritual purity (from minor impurity) for the validity of circumambulation (Tawaf). The majority hold it to be a condition, while others do not. Based on this difference of opinion, it is preferable for someone in Mecca to circumambulate in a state of ritual purity to avoid the disagreement and as a precaution. As for someone who has completed their rituals and returned to their country, we hope that their rituals are valid based on the opinion that ritual purity is not a condition. This is a strong opinion that merits consideration and relieves them of hardship.
