How can one reconcile the permissibility of going out to parks and gardens, while adhering to Sharia controls, with other fatwas that forbid going to mixed beaches and resorts due to the spread of nudity, immorality, and mixing, especially when going to these places with friends, some of whom may intend to gaze unlawfully and commit other transgressions?

It is permissible to go to parks, beaches, restaurants, and public places despite the presence of some forbidden acts, provided that one adheres to the Sharia guidelines and avoids forbidden things. The prohibition is based on the inability to maintain these guidelines. The mere presence of forbidden acts does not prevent entry, provided they are avoided, and in such a case, entry would be considered mildly disliked (makruh tanzihi). However, it is not permissible to go to beaches with those who engage in forbidden looking or listen to music, because that entails participating in the forbidden act and sitting with those who commit it.
