Is one who abandons fasting or any other Islamic ritual to be fought, whether an individual or a government, just as others are fought?

Every group that abstains from adhering to a manifest and widely transmitted Islamic law must be fought, even if they pronounce the two shahadas and adhere to some laws. This is what Abu Bakr Al-Siddiq did with those who withheld zakat. Fighting is obligatory until all religion is for Allah and there is no fitna. As for individuals who abstain from fasting, they are not to be killed; rather, they are to be restrained from things that break the fast and disciplined. The implementation of hudud and disciplinary punishments is the prerogative of the ruler or his deputy, not individuals.
