Is the statement attributed to Ibn Abbas (may Allah be pleased with them both) that the qunut of Fajr is an innovation, authentic?

The discussion about qunut in Fajr prayer was presented in Fatwa no. 31710. As for the narration from Ibn Abbas, it was reported by Al-Daraqutni, but Al-Bayhaqi said it is not authentic. A similar narration came from Ibn Umar, reported by Al-Tabarani, and it also contains weakness.
