The message of Prophet Muhammad (peace be upon him) is universal for all people, and the Holy Quran was revealed to guide both humans and jinn. The revelation ceased after him, so all accountable individuals are addressed by its contents, regardless of the reason or place of its revelation. This is based on the principle that "the lesson is in the generality of the wording, not the specificity of the cause." Therefore, anyone who persecutes a believer and does not repent falls under the warning of the verse, and many Islamic rulings are built upon this principle.
