Does the hadith regarding wearing the trousers (sirwal) that hang below the ankle apply to women as well, or is it exclusively for men?

The warning mentioned regarding the lengthening of garments does not apply to women, because they have been commanded to cover their feet, and it is permissible for them to lengthen their garments by the measure of a cubit. This is based on the statement of Umm Salamah (may Allah be pleased with her): "What should women do with their hems?" He (the Prophet) said: "They should let down a handspan." She said: "Then their feet will be uncovered." He said: "Then they should let it down a cubit and not exceed that." Scholars have unanimously agreed on the permissibility of women lengthening their garments, while it is forbidden for men.
