What is the ruling on cheating in university exams in secular subjects at non-Islamic universities?

Deceit and fraud are two forbidden and blameworthy characteristics that a believer does not possess. This is indicated by the Prophet's (peace and blessings be upon him) saying: "Whoever deceives us is not of us," and "Cunning and deceit are in the Fire." This applies to all deception in any field. Moreover, these are characteristics of the hypocrites, as Allah the Almighty said: "They [think to] deceive Allah and those who believe, but they deceive not except themselves and perceive [it] not." Therefore, cheating in exams is a reprehensible and forbidden characteristic, whether the subject matter is religious or worldly. It involves injustice to oneself and the nation, because through it one obtains a certificate by which they assume responsibility, while they did not rightfully earn it.
