What is the ruling on reciting Qunut in all prayers, and is it permissible to turn the palms of the hands upwards during supplication?

As for qunūt (supplication) in the five daily prayers, it is prescribed only during calamities. However, qunūt in the Fajr (dawn) prayer is a matter of scholarly disagreement. The preponderant opinion is that it is recommended to raise the hands with the palms facing upwards, not the backs of the hands. As for turning the palms upwards in du'ā' (supplication) generally, there is a dispute among scholars. Some are of the view that supplications for seeking blessings (to bring good) should be made with the palms facing upwards, and for averting misfortunes (to repel harm) with the backs of the hands. Others interpret the hadīth about istisqā' (seeking rain) as meaning that the Prophet (peace and blessings be upon him) raised his hands so high that it appeared as if he was supplicating with the backs of his hands. The preponderant opinion is that what is prescribed for du'ā' generally is to supplicate with the palms of the hands facing upwards.
