What is the virtue of reciting the Quran at dawn, as stated in His Almighty's saying: "Indeed, the recitation of dawn is ever witnessed"?

The exegetes have unanimously agreed that the noble verse: "Establish regular prayers at the sun's decline till the darkness of the night, and the morning prayer and reading; for the prayer and reading of the morning is witnessed" refers to the obligatory prayers, and that "the morning prayer and reading" means the Fajr prayer, where a part (the reading/Qur'an) was mentioned, but the whole (the prayer) was intended. The meaning of "is witnessed" is that the angels of the night and day witness it, as they gather therein, making it closer to acceptance and the descent of mercy. Recitation of the Qur'an is among the best acts of worship at all times, and among its best times are moments of mental clarity and the last third of the night.
