What is the ruling on making amulets that contain only the Qur’an for the purpose of expelling fleas, scorpions, and other pests from homes?

These amulets are considered among the forbidden talismans, and it is not permissible to rely on them to ward off fleas and the like. It is better to adopt what is mentioned in the Sunnah, such as saying: "I seek refuge in the perfect words of Allah from the evil of what He has created," while also taking the customary measures that do not contravene the Sharia.
