Is it permissible to combine prayers due to heavy rain if the weather is warm or mild in April/May?

It is permissible for residents to combine the Dhuhr and Asr prayers, and the Maghrib and Isha prayers, due to rain that wets clothes, even if the weather is warm or mild. It is not a condition for the rain to be accompanied by cold.
