Is what a person experiences of stagnation after marriage, which includes successive financial and professional setbacks, considered envy or harmful magic, or is it a result of stopping helping one's parents?

Obedience to Allah and closeness to Him bring good and avert evil, as Allah Almighty says: "And if only the people of the cities had believed and feared Allah, We would surely have opened to them blessings from the heaven and the earth," and "And whoever fears Allah - He will make for him a way out And will provide for him from where he does not expect." Disobedience to Allah is the root of affliction, as Allah Almighty says: "And whatever strikes you of disaster - it is because of what your [own] hands have earned."

It is necessary to mend one's relationship with Allah by preserving the obligatory acts of worship, increasing voluntary acts, and repenting from sins. Likewise, reliance on Allah and taking physical means to solve problems through consulting experts. There is no harm in using permissible Ruqyah (Islamic incantations). When there is abundant provision, one should be generous to family and relatives and increase charity, as Allah Almighty says: "And whatever thing you spend [in His cause] - He will compensate it." And one should increase supplication.
