Does a ritually impure garment that has been stained become pure if it is washed in a steam laundry machine that does not use water?

Scholars have differed regarding the purity of something that has become ritually impure (mutanajjis). Many of them held that absolute water is a condition for removing impurity, citing the hadith about menstruation as evidence. Others, including some Hanafis and Malikis, and preferred by Sheikh al-Islam Ibn Taymiyyah and Sheikh al-Uthaymeen, held that impurity can be removed by anything that eliminates its substance, such as steam.
