What is the ruling on going to one who seeks help from Muslim jinn in treating renewed and severe magic, after exhausting all legitimate means and confirming his righteousness and his monotheism of Allah, taking into account the jurisprudential disagreement on the issue of seeking help from jinn and the necessity of preserving religion, intellect, and self?

So long as this person addresses the jinn, involving seeking their aid and mentioning their kings, and claims that the surahs have servants, this indicates that he is a charlatan. His belief that the surahs have servants is a false belief. As for the issue of seeking aid from the jinn, scholars have differed on it, and many of them are of the opinion that it is forbidden. As for necessity (ḍarūrah), it has its own rulings, and some forbidden acts may be permitted because of it. Some Hanbalis have permitted the undoing of magic with magic out of necessity. Nevertheless, it is advisable to fortify oneself with divine protections and to diligently recite Surat al-Baqarah and perform ruqyah as prescribed by Sharia, for "taking it is a blessing, and abandoning it is a regret, and the magicians cannot overpower it."
