The answer

Allah Almighty says: {And cooperate in righteousness and piety, but do not cooperate in sin and aggression} [Al-Ma'idah: 2].

A Muslim should not encourage shop owners who spread corruption—such as smoking—by buying their goods. Buying halal food from them is not intrinsically forbidden, but it is better to choose places that do not promote the harmful tobacco. If a Muslim finds their needs in other places that do not spread corruption, then buying from them is better. If they do not find them, we hope there is no harm in buying from those places. And Allah knows best.
