What is the situation of those who have wronged themselves, desire to repent, find no refuge, and are threatened with death in their country?

The door of repentance is open to every human being until they witness death or the sun rises from the west, in affirmation of Allah Almighty's saying: "Say, 'O My servants who have transgressed against themselves [by sinning], do not despair of the mercy of Allah. Indeed, Allah forgives all sins. Indeed, it is He who is the Forgiving, the Merciful.'" A Muslim is encouraged to emigrate if prevented from worshipping Allah in a certain place, as Allah Almighty said: "O My servants who have believed, indeed My earth is spacious, so worship only Me." This is further emphasized by the Prophet's (peace be upon him) hadith: "There will always be a group from my Ummah (nation) manifest upon the truth. Those who forsake them or oppose them will not harm them, until Allah's command comes while they are upon that." And whoever relies upon Allah, Allah will provide a way out for him and sustain him from where he does not expect, as in Allah Almighty's saying: "And whoever fears Allah - He will make for him a way out and will provide for him from where he does not expect. And whoever relies upon Allah - then He is sufficient for him."
