Is it permissible for a disabled person afflicted with semi-paralysis who has no control over his excretory passages to pray at home instead of in the mosque?

One afflicted with urinary incontinence must perform ablution for every prayer after washing the area of the impurity and safeguarding against it. If he performs ablution after the time for prayer has begun, then any new occurrence of impurity during the prayer does not affect it, because he is excused, due to the Prophet's (peace and blessings be upon him) saying to Fatimah bint Hubaysh: "Perform ghusl, then perform ablution for every prayer and pray."
