A wife is not permitted to seek divorce without a valid شرعي excuse, based on the Prophet, peace and blessings be upon him, saying: "Any woman who asks her husband for divorce for no sound reason, the scent of Paradise will be forbidden to her." What the husband uttered was merely a promise of divorce, and a promise does not constitute a divorce, nor is it استحباب (recommended) to fulfill it. Therefore, the wife remains under his marital bond unless he proceeds with the actual divorce.
