Is it necessary to pay utility bills—such as mobile phone or electricity bills—before Hajj?
A Muslim must pay off their debts before traveling for Hajj, or at least leave enough behind to cover them. Debts are divided into three types:
1. Due Debt (Dain Hall): This must be paid immediately, and it is not permissible to delay its payment for the sake of Hajj. If one does so, they fall into prohibited procrastination (Al-Matl Al-Muharram). If paying this debt prevents one from performing Hajj, then payment is still obligatory, and there is no sin in not performing Hajj, as Hajj is only obligatory upon the one who is able.
2. Deferred Debt (Dain Mu'ajjal) where the Creditor is Lenient: It is permissible to perform Hajj in this case, but it is better to pay the debt, as the debtor's responsibility remains engaged with the debt. If paying the debt prevents the debtor from performing Hajj, then they will meet Allah with their Islam complete. However, if they prioritize Hajj over the debt and die before paying it, they are in a precarious situation.
3. Deferred Debt (Dain Mu'ajjal) whose Due Date Has Not Arrived: This type of debt does not prevent the debtor from performing Hajj, unless they know that spending money on Hajj will prevent them from paying the debt when it becomes due.
Electricity and phone bills are considered deferred debts. If it is possible to perform Hajj and pay them upon return, there is no harm. Otherwise, they must be paid first.
