If foreplay occurs after the second tahallul (partial desecration), there is nothing upon the pilgrim, as everything becomes permissible for him at that point. However, if it occurs before the second tahallul, i.e., before the Tawaf al-Ifadah, the correct view is that this act is forbidden and necessitates a fidyah (expiatory offering). The soundest of the scholars' opinions regarding the type of fidyah is that it is like the fidyah for causing harm, giving the pilgrim the choice between fasting for three days, or feeding six needy persons, or sacrificing a sheep for the poor of the Haram.
