What is the ruling on democracy and holding positions in its government, and on voting and elections according to it?

Democracy is an earthly system based on the rule of the people by the people, and it is contrary to Islam, which designates rule to Allah Almighty. Giving the right of legislation to humans is considered polytheism (shirk). Whoever approves of this system and acts upon it, while being aware of its nature, has committed a grave error. As for those who nominate themselves or others with the aim of reducing evil and corruption and establishing proof against the people of corruption, this is a matter of ijtihad (independent reasoning). Some scholars, such as Sheikh Ibn Uthaymeen, believe that participation in elections is obligatory to choose the best and prevent people of evil from assuming positions. The Permanent Committee for Issuing Fatwas also permitted participation in elections and candidacy if the goal is to transform governance towards Islamic Sharia, provided that the candidate, after entering, only works in positions that do not contradict Sharia. Muslims must support parties that seek to implement Islamic Sharia and not assist those who call for its non-implementation.
