Does a Muslim performing 'Umrah in Ramadan fast or break his fast, and does he shorten the prayer or perform it in full, and do the rulings apply to the duration of travel or stay?

It is permissible for a traveler, whether for Umrah or other purposes, to break their fast in Ramadan, with the obligation to make up for it later. It is also commendable for them to shorten the four-rak'ah prayers to two, unless they pray behind an imam who is completing the prayer. It is stipulated that the travel distance must be a distance that permits shortening prayers, and the duration of stay must be less than four days. The traveler is not allowed to avail themselves of travel concessions until they have passed beyond the houses of their town.
