What is the ruling on cutting hair, specifying its length, and dyeing it? Is it permissible to adopt a fatwa that allows this, knowing that previous fatwas stipulated the presence of gray hair for dyeing, and not cutting hair above the shoulders?

It is permissible for a Muslim woman to shorten her hair to the 'wafrah' (hair that extends beyond the earlobe or reaches the ears), provided that it does not involve imitation of men or disbelieving women. It is also permissible to dye hair as long as it does not cause harm or involve imitation of those whom it is forbidden to imitate. It is recommended to dye grey hair with any color other than black.
