Which is more befitting for a young man whose lust has reached a high level: marriage, or returning embezzled or stolen money, or paying off a debt?

Embezzled or stolen funds must be returned to their owners immediately, as this is a condition for the validity of repentance. However, he may request a delay in repayment or borrow the money from them to be able to marry and protect his chastity. If his intention is sincere, Allah will facilitate his affairs. If he is compelled to delay repaying the debt or hasten marriage for fear of temptation (fitna), then hastening marriage is more prioritized.
