What is the ruling on drawing maps of countries with Qur’anic verses, such as drawing the map of Iraq with the verse: "Indeed, adversity has touched me, and You are the most merciful of the merciful," or drawing the map of the Arab world with the verse: "And hold firmly to the rope of Allah all together and do not become divided. And remember the favor of Allah upon you when you were enemies, and He brought your hearts together, so you became, by His favor, brothers. And you were on the edge of a pit of the Fire, and He saved you from it"?

The prohibition against writing the Holy Quran in the form of embroidery, or coloring, or on palaces, or minarets, or mosques, or birds, or animals, is due to the debasement, frivolity, and insult this entails to the Book of Allah. It is akin to using inscriptions to adorn walls. Sheikh Ibn Uthaymeen deemed this forbidden, and the Permanent Committee for Issuing Fatwas stated that writing the Basmalah or other remembrances in the shape of a bird or anything else is a reprehensible and forbidden act, and it diminishes the majesty of Allah. This is because it involves depicting living beings, abusing and debasing the names and attributes of Allah, and trivializing and mocking a verse from the Book of Allah.

However, the Islamic Fiqh Council has permitted the writing and embellishment of Quranic verses and their use for a legitimate purpose, such as being illustrative aids for learning and teaching the Quran, in accordance with certain guidelines. These include: that panels on which the Quran is written should be treated with the same respect as printing the Mushaf, that there should be no carelessness with the words and meanings of the Quran, that they should not be made from impure materials or materials whose use is forbidden, that they should not fall into the category of frivolity like cutting letters, that they should not be made in the form of living beings, and that they should not be made for innovated amulets or for promoting goods.
