Is it obligatory to emigrate from a country where the abandonment of commanded acts, such as congregational prayer, is widespread, but without engaging in forbidden acts? And is the abandonment of commanded acts considered a form of open sin (mujaharah)?

Neglecting commanded acts is as blameworthy and ugly as committing forbidden acts. In fact, neglecting commanded acts is uglier than committing prohibited acts. The reward for performing obligations is greater than refraining from forbidden acts, and the punishment for neglecting obligations is greater than the punishment for committing forbidden acts. If a person openly neglects obligations, it constitutes public defiance through sin.
