Is the noble verse: (And if Allah were to expand the provision for His servants, they would surely transgress in the earth; but He sends down in due measure what He wills. Indeed, He is, concerning His servants, Acquainted and Seeing) general for all people, or can Allah exempt some of His servants by expanding their provision to facilitate their attainment of the exalted station of Illiyin, especially if Allah knows that expanding their provision is better for their faith?

The verse is general, applying to all His servants, and what Allah decrees for a person is good for them. Allah may bestow upon whom He wills and withhold from whom He wills, because He knows best what is good for His servants. The solution to poverty is patience and seeking refuge in Allah through supplication (du'a), prayer (salat), recitation of the Qur'an, and asking Allah to expand one's provision and make it an aid in His obedience.
