Does the meaning of the Almighty’s saying: "And let those who find not [the means for] marriage عفاف until Allah enriches them from His bounty," imply that "find not [the means for] marriage" is restricted to financial incapacity, or is it general, encompassing everyone for whom marriage is difficult, and that the promised enrichment is not necessarily financial enrichment but rather a facilitation of the marriage matter?

Whoever is unable to marry, for whatever reason, is commanded to observe chastity. This command is not restricted to financial inability, for "marriage" here does not only mean the dowry and maintenance, but rather the ability to marry in general. As for the Almighty's saying: (until Allah enriches them from His bounty), it is a promise of financial enrichment and facilitation of marriage matters and overcoming its obstacles, and it is not limited to financial enrichment only.
