Will the reciter of the Quran be sinful if she recites while a group of people are talking next to her, or will the group be sinful?

The majority of scholars hold that listening attentively to the recitation of the Qur’an is desirable outside of prayer, and obligatory within prayer. There is no sin upon the reciter or upon those who do not listen attentively to her recitation, but it is desirable for them to listen attentively. One should not raise their voice above that of the Qur’an reciter, out of reverence for the word of Allah, just as the reciter must choose an appropriate place for recitation.
