Is my condition caused by an affliction from an envious eye, and what is the radical solution to this problem? Are there people who have the ability to solve these problems, and where can I find them?

What has afflicted you may be the evil eye, a common illness, or obsessive thoughts. The solution lies in constant obedience to Allah, abstaining from sins, frequent remembrance of Allah (dhikr) and recitation of the Qur'an, maintaining the morning and evening supplications (adhkar), and increasing in prayer and seeking refuge in Allah. This is sufficient to solve current and future problems. One can also use ruqya (Islamic exorcism) with surahs or verses from the Qur'an such as Al-Fatiha and the two Al-Mu'awwidhatayn (Al-Falaq and An-Nas), or with the established supplications from the Prophet, peace be upon him. Someone else can perform this ruqya for you. It is recommended to use books of adhkar like "Hisn Al-Muslim" (Fortress of the Muslim).
