Is bringing men to recite the Qur’an in the home annually for a fee considered a Bid’ah (innovation), or is it obligatory to adhere to the deceased father’s will in this regard?

It appears there is no objection to acting upon the father's will by gathering Quran memorizers at home each year to complete a recitation of the Quran and paying them a fee, as long as the act does not involve any religiously prohibited elements. The permissibility of them receiving payment is indicated by the Prophet's (peace be upon him) saying: "Indeed, the most deserving thing for which you take a wage is the Book of Allah." The legitimacy of gathering to recite the Quran is indicated by the Prophet's (peace be upon him) saying: "No group of people gathers in one of the houses of Allah, reciting the Book of Allah and studying it among themselves, except that tranquility descends upon them, mercy envelops them, angels surround them, and Allah mentions them among those with Him."
