The permissibility of benefiting from the grant refers back to the conditions set by the granting authority, based on the Prophet Muhammad's (peace be upon him) saying: "Muslims are bound by their conditions." If the university stipulates that the beneficiary must be in need, then you have no right to the grant if you are not in need.
