Is it permissible to consider the amount paid to renew a Muslim worker's work permit as part of Zakat al-Mal?

The amount paid to the Ministry of Labor cannot be considered part of zakat, because zakat requires the transfer of ownership to its deserving recipient. If the worker is eligible for zakat, then give him the amount and let him pay it to the Ministry or benefit from it. If he is not eligible, then it is not permissible to give it to him.
