Do the parents intend to perform Hajj or Umrah from now after their arrival in Jeddah, and from where should they assume their state of ihram, and does their stay in Jeddah interrupt their tamattu'?

If the parents come from their country to perform the rituals, they must enter into a state of ihram from the miqat (Al-Juhfah for the people of Egypt). If they pass the miqat without entering ihram, they are required to return to it to assume ihram from there, and, according to the preponderant opinion, nothing else is incumbent upon them. However, if they enter ihram after passing the miqat, then a compensatory sacrifice (dam) is due from each of them.

After performing 'Umrah, they remain in a state of dissolution until the time of entering ihram for Hajj. They then enter ihram from their location without needing to return to the miqat, based on the saying of the Prophet, peace and blessings be upon him: "And whoever is within these boundaries, then his place of ihram is from his family, and likewise, even the people of Makkah enter ihram from Makkah."

If they enter ihram for Hajj from Jeddah, having already performed 'Umrah during the months of Hajj, it appears that the dam of tamattu' is not waived for them, because Jeddah is not considered a qasr distance from Makkah according to the majority of scholars. The dam of tamattu' is waived for those who travel a long distance, where prayer may be shortened, between 'Umrah and Hajj.
