Is it permissible to hire someone to recite the entire Qur’an in homes for those who are unable to read and do not adhere to the teachings of Islam?

Whoever cannot read the Qur’an can listen to it directly or via recordings, or ask someone to read it to him, for the hadith states: "Whoever listens to an ayah from the Book of Allah, a multiplied good deed will be written for him." Some of the Salaf (early Muslims) preferred gathering to recite the Qur’an, complete it, and supplicate. As for taking payment for reciting the Qur’an, scholars have differed on this matter. The primary goal of the Qur’an is to act upon it and follow its teachings to bring people out of darkness into light, as Allah Almighty said: "Alif, Lam, Ra. [This is] a Book which We have revealed to you, [O Muhammad], that you might bring mankind out of darknesses into the light." And whoever turns away from the teachings of the Qur’an and limits himself to inviting reciters for occasions in exchange for money, he will not benefit from it.
