Is revelation for anyone other than messengers, and what is the nature of the revelation mentioned in His, the Almighty's, saying: "And We inspired to the mother of Moses, 'Suckle him; but when you fear for him, cast him into the river and do not fear nor grieve. Indeed, We will return him to you and will make him one of the messengers'"?

Scholars differed on how Allah revealed to Moses' mother. Some said it was through inspiration (ilham), others said it was a dream vision, and yet others said an angel addressed her. Revelation (wahy) has two meanings: a specific one, which is the sending of Jibril to prophets and messengers for legislation, and a general one, which is inspiration, like visions, and this can be for prophets and others. Not everyone who receives revelation is a prophet, as Allah says: {And your Lord inspired the bee}. So, revelation is of two types: revelation by inspiration, which occurs to some creatures, and revelation by sending, which Jibril descends with upon messengers.
