Is it permissible for revolutionaries to expel the residents of the Al-Uwaynia region from their lands, burn and loot their homes, and steal their possessions and food supplies, leading to their displacement?

No fatwa can be issued on this matter without knowing all its circumstances. It should be presented to the scholars in that country who are aware of the local reality, because it is not permissible for a Muslim to transgress against his brother's property or body except by right. The state must investigate the matter to do justice to the oppressed and restore their rights, as the Prophet, peace and blessings be upon him, said: "Help your brother, whether he is an oppressor or oppressed." Helping the oppressed is a communal obligation (fard kifaya) and is part of enjoining what is right and forbidding what is wrong.
