Is it obligatory to obtain the husband's permission to return home after he divorced his wife while they were on vacation in Africa, and the husband demanded that she apologize to his parents as a condition for her return to their home in Germany?

If this divorce is the first or second revocable divorce (ṭalāq rajʿī), then the divorced woman must observe her iddah (waiting period) in her husband's home, and it is not permissible to expel her unless there is a necessity or need, based on Allah’s Almighty saying: "Do not expel them from their homes, nor should they leave, unless they commit a clear immorality." (Quran 65:1). If the divorced woman commits an offense or oversteps her bounds with her husband’s family, it is permissible to remove her so she can observe her iddah elsewhere. Many of the righteous predecessors interpreted "immorality" (fāḥishah) as vulgarity and overstepping bounds with the husband’s family. The husband is advised to take his wife back into his home after she apologizes to his parents.
