Has it not been mentioned in religious mythology that God existed before matter, and that His interaction was with materials, and it was not mentioned that He created water, earth, or fire, and that verses like (And We made from water every living thing) came to mean "making" not "creating"?

Allah Almighty said: "And He created everything, and He is, of all things, knowing" (Quran 6:101); "That is Allah, your Lord; there is no deity except Him, the Creator of all things, so worship Him. And He is Guardian over all things" (Quran 6:102); "Allah is the Creator of all things" (Quran 39:62). Among the supplications of the Prophet, peace and blessings be upon him, was: "O Allah, You are the First, so there is nothing before You." He also said: "Allah existed, and there was nothing else besides Him, and His Throne was upon water, and He wrote everything in the Remembrance, and He created the heavens and the earth." Accordingly, water, earth, fire, and other elements are included in these texts. The verse: "And We made from water every living thing" (Quran 21:30), means creation, not the opposite. In summary, what is mentioned in the question does not indicate the eternality of elements; rather, it is a statement describing the beginning of creation.
