What is the meaning of the Almighty's saying: "And fight them until there is no [more] fitnah and [until] the religion, all of it, is for Allah"? And who are those referred to in this verse?

This excerpt from the Noble Verse, "And fight them until there is no fitnah and [until] religion, all of it, is for Allah. And if they cease, then there is to be no aggression except against the oppressors," came in the context of commanding to fight the disbelievers who transgressed and expelled the Muslims from their homes. Its meaning is: fight the polytheists until no Muslim is tempted away from his religion, and no polytheism, injustice, or hindrance from the path of Allah remains, and the religion of Allah becomes dominant, and people have the freedom to choose their religions. If they choose to remain on their religion, they will be under the protection of Islam, and if they choose Islam, they will have what Muslims have and owe what Muslims owe. And "if they cease" from polytheism and fighting the believers, then cease from them, and whoever fights them after that is the oppressor.
