Studying in mixed-gender universities is dangerous and a pretext for evil and temptation, especially in non-Muslim countries where there is moral decay and allurements. Therefore, it is forbidden except out of necessity or severe need. For those who meet the conditions for permissibility, they must be cautious, maintain seclusion, lower their gaze, preserve their chastity, and choose righteous companions. If marriage is possible, it is good; otherwise, fasting is prescribed. Preserving one's religion takes precedence over studying or residing in non-Muslim countries. As for proposing to someone one feels inclined towards, what is meant is marriage, which the Sunnah encourages: "Nothing like marriage is seen for two who love each other." There is no way for a man to a woman except through legitimate marriage; otherwise, she is a stranger to him, and he should not mix with her, be alone with her, or speak with her except out of necessity and within Islamic guidelines.
