If marriage is possible, it is good; otherwise, fasting is prescribed. Preserving one's religion takes precedence over studying or residing in non-Muslim countries. As for proposing to someone one feels inclined towards, what is meant is marriage, which the Sunnah encourages: "Nothing like marriage is seen for two who love each other." There is no way for a man to a woman except through legitimate marriage; otherwise, she is a stranger to him, and he should not mix with her, be alone with her, or speak with her except out of necessity and within Islamic guidelines.
