What is the ruling on placing the Qur'an in a car with the intention of seeking blessing and protection from the evil eye, and out of fear of accidents?

Placing the Mushaf (copy of the Quran) in the car to ward off the evil eye or to prevent danger is an innovation (bid’ah), because the Companions did not do that. The Prophet, peace and blessings be upon him, said: "Every innovation is misguidance, and every misguidance is in the Fire." If the intention behind placing the Mushaf in the car is to seek blessings from it, then this has no basis and is not legislated. However, if it is placed there to be read from occasionally or for some passengers to read from it, then this is permissible.
