What is the ruling on rejoicing at the death of a person whose existence might cause family discord?

If a person strives to create discord among family members, and their actions lead to the severing of kinship ties, and they do not cease doing so until they die, then there is no blame in rejoicing at their death. Ibn Abd al-Salam has issued a fatwa stating that there is no blame in rejoicing at the death of an enemy because their evil has ceased.
