What is the ruling regarding the time allotted for the Friday sermon in the West, especially since it is the only opportunity to teach people matters of their religion, and given that the imam needs to interpret the sermon in the local dialect for those who do not speak Arabic?

Shortening the Friday sermon is recommended by the majority of scholars, not obligatory, and there is a reported consensus on this recommendation, based on the Prophet's (peace and blessings be upon him) saying: "Indeed, a man's lengthy prayer and short sermon are a sign of his understanding (fiqh); so lengthen the prayer and shorten the sermon." The meaning of shortening is making the sermon shorter than the prayer and making the prayer longer than the sermon. Ibn Hazm al-Zahiri differed on this, making its shortening obligatory. The correct view is that it is permissible to lengthen the sermon if there is a need, as long as it does not burden the congregants and provides benefit.
