The answer

It is permissible to transfer expiatory payment (kaffara) from its original place of obligation to another place if the need and poverty are greater there. It is not permissible to give the expiatory payment to a single needy person according to the majority of scholars. Feeding sixty needy persons is only obligatory in the expiation for killing, Dhihar (a form of divorce), and sexual intercourse during daytime Ramadan when one is unable to free a slave or fast for two consecutive months. If the expiation is due to a sin, its performance is immediately obligatory.
