What is the ruling on disposing of money sent for charity to a shrine, with the request for prayers for healing from the shaykhs of the zawiya, and is it permissible to spend it on other charitable causes and lie to the sender?

It is not permissible to spend money allocated for shrines, because it is not an expenditure in obedience to Allah. The owner of the money must be informed of this and be asked to spend it on charitable and benevolent causes, as it is permissible to change the condition of the donor and endower to what is better, or if it was not permissible in the first place. The Sheikh of Islam issued a fatwa allowing the change of the endower's condition to what is more righteous. A fatwa is not issued obligating adherence to the endower's condition until it is known whether it is legally permissible or not, such as someone who stipulated that the residents of the endowment must be people of innovation.
