It is not permissible to spend money allocated for shrines, because it is not an expenditure in obedience to Allah. The Sheikh of Islam issued a fatwa allowing the change of the endower's condition to what is more righteous. A fatwa is not issued obligating adherence to the endower's condition until it is known whether it is legally permissible or not, such as someone who stipulated that the residents of the endowment must be people of innovation.
