Is it permissible for a person afflicted with involuntary urination, who uses an external catheter, to perform ablution (wudu) and pray after emptying the urine collection bag for each prescribed prayer, while continuing to use the same bag until the end of the day?

A person suffering from involuntary urination (enuresis) is considered to have سلس ( سلس البول - urinary incontinence). He is not required to change the urine bag for every prayer; rather, he can pray multiple obligatory prayers with it, performing ablution (wudu') after the entry of each prayer time. This is because the impurity (حدث), due to its overwhelming and strong nature, cannot be completely avoided.

As for removing the external urine bag and cleaning it for prayer: If the bag is removed to empty it, the general rule (الأصل) is that he should wash his private parts, the plastic tube exiting his body, and the bag. This is obligatory according to the majority of scholars. Changing the bag suffices instead of washing it. If this is difficult, there is no blame upon him for not washing the bag, acting upon the Maliki school of thought, which does not necessitate tying a cloth (العصب) or binding a rag (شد الخرقة) in the first place, nor does it necessitate washing the bandage (العصابة).
