Does the complete demise of the Caesar's rule in Syria, as interpreted by Imam Al-Shafi'i, contradict the return of the Byzantines to Syria and their brief entry into Damascus and Aleppo at the hands of John I Tzimiskes after the Hijra?

The Hadith, "When Chosroes perishes, there will be no Chosroes after him, and when Caesar perishes, there will be no Caesar after him," means that the rule of Chosroes in Iraq and Caesar in Syria will be severed. This has indeed come to pass; the rule of Chosroes was completely cut off, and the rule of Caesar over Syria ceased. This is one of the miracles of prophethood. The Romans' entry into some Syrian territories for a period is not considered a return of their rule, and scholars have unanimously agreed on this understanding without any ambiguity.
